An Act To establish an Institution for the Blind.

Section 1. Be it enacted by the Legislature of the State of Texas. That the sum of Ten Thousand Dollars be and the same is hereby appropriated and set apart for the establishment of an Institution for the education of the Blind of Texas, which shall be located at the city of Austin.

Section 2. A Board of five trustees shall be appointed by the Governor whose duty it shall be to administer the funds of said Institution and provide for its going into operation as soon as practicable by renting a suitable building and appointing such superintendent and other officers as may be required for the successful management of said institution.

Section 3. The said sum of Ten Thousand Dollars shall be paid on the order of said Trustees approved and countersigned by the Governor out of any money in the Treasury not otherwise appropriated, as the actual current expenses of maintaining the institution shall accrue. Provided, that not more than five thousand dollars shall be expended in any one year.

Section 4. Said Trustees shall be, and they are hereby required to make full and accurate annual reports to the Governor of the State showing the condition and progress of the Institution with a full exhibit of all expenditures, and it shall be the duty of the Governor to pay the same before the Legislature.

Section 5. That this Act shall take effect from date of passage.
